What this amendment would do
Mr. Whitehouse submitted SA 980 to be proposed to the concurrent resolution S. Con. Res. 7 for the fiscal year 2025 budget.
-
The purpose of this amendment is to create a point of order in the Senate against legislation that would reduce defensive assistance for Ukraine, including help against the unprovoked aggression of Russia.
-
It aims to change the rules so that it shall not be in order in the Senate to consider any bill, joint resolution, motion, amendment, amendment between the Houses, or conference report that reduces this military assistance.
-
To get around this rule, the amendment requires an affirmative vote of three-fifths of the Members, duly chosen and sworn, to waive or suspend it, or to sustain an appeal of the ruling of the Chair.
