What this amendment would do
This amendment, submitted by Mr. Wyden and Mr. Merkley, aims to add a point of order to the concurrent resolution's title IV. In plain English, it sets up a special rule in the Senate that blocks the consideration of any bill, resolution, motion, amendment, or conference report if it would increase risks to the safety of fishing families at sea.
How it Works and Accountability
To hold our officials accountable and protect these families, the amendment makes sure that this rule has teeth. If someone tries to pass a measure that increases these risks at sea, any Senator can raise a point of order against it.
- To get around this rule and pass the risky legislation anyway, it would take a three-fifths affirmative vote of all the Senators chosen and sworn.
- It also takes that same three-fifths affirmative vote to override a ruling made by the Chair regarding this point of order.
