What this amendment would do
-
Purpose: The amendment sets up a deficit-neutral reserve fund.
-
Target: It relates to providing funding to protect civil rights or access to health care services for individuals with disabilities instead of funding tax cuts for corporations and wealthy individuals.
-
Changes: It allows the Chairman of the Committee on the Budget of the Senate to revise allocations, aggregates, and other appropriate levels, and make adjustments to the pay-as-you-go ledger.
-
Conditions: This applies to legislation relating to civil rights, including providing funding to protect civil rights or access to health care services for individuals with disabilities under section 504 of the Rehabilitation Act of 1973, as long as it does not increase the deficit over the total of fiscal years 2025 through 2034.
