What this amendment would do

This amendment, submitted by Mr. King, creates a deficit-neutral reserve fund relating to cybersecurity enhancements. Plainly speaking, it gives the Chairman of the Senate Committee on the Budget the ability to change financial numbers and guidelines for legislation.

The purpose of this is to make room for future bills, resolutions, or amendments that focus on cybersecurity enhancements. Specifically, the text notes this can include the Coast Guard carrying out maritime sector risk-management authorities.

To keep our elected officials accountable to the public purse, this change comes with a strict rule: any future legislation using this fund would not increase the deficit over the total period of fiscal years 2025 through 2034.
