What this amendment would do

Mrs. Shaheen submitted this amendment to the congressional budget for fiscal year 2025. Common sense tells us we need to keep a close eye on how our elected officials handle money, and this amendment deals with setting aside financial room for specific defense goals without adding to the national deficit.

The purpose of the amendment is to create a deficit-neutral reserve fund relating to strengthening the North Atlantic Treaty Organization. It aims to allow the Chairman of the Committee on the Budget of the Senate to make adjustments to budget allocations, aggregates, and the pay-as-you-go ledger.

According to the text, it applies to legislation relating to:

  • Strengthening United States national security and alliances.
  • Strengthening United States commitments to the North Atlantic Treaty Organization.
  • Increasing resources to support the European Deterrence Initiative.
  • Accelerating defense industrial partnership and cooperation.
  • Supporting investments in NATO infrastructure and modernization.

The catch—and it is an important one for keeping our officials accountable—is that this can only happen if the legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
