What this amendment would do
Mr. Cruz submitted an amendment, known as SA 951, to the concurrent resolution on the budget for the United States Government for fiscal year 2025. It was ordered to lie on the table.
What it aims to change or add
The amendment adds a deficit-neutral reserve fund at the end of title III. This allows the Chairman of the Committee on the Budget of the Senate to revise allocations and make adjustments for legislation related to the National Environmental Policy Act of 1969 and other environmental laws and policies.
Specifically, this can include limiting or prohibiting the Chair of the Council on Environmental Quality and the Administrator of the Environmental Protection Agency from proposing, finalizing, or implementing a rule or guidance that bans fracking in the United States. To do this, the legislation must not increase the deficit over the total period of fiscal years 2025 through 2029 or fiscal years 2025 through 2034.
