What this amendment would do

Mr. Schiff submitted amendment numbered SA 947 to the concurrent resolution on the budget for fiscal year 2025 through 2034.

The purpose of this amendment is to add a deficit-neutral reserve fund relating to protecting Ukraine at the end of title III.

The amendment aims to allow the Chairman of the Senate Committee on the Budget to change budget allocations and make adjustments for legislation related to affirming United States support for Ukraine and its sovereignty.

Specifically, this can include acknowledging Russia's responsibility for its invasion of Ukraine and the ensuing war, continuing support for Ukraine as it defends itself from illegal attack, or upholding the need to include Ukraine in any negotiations over its future. These changes can only be made if the legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
