What this amendment would do
Mr. Schiff submitted amendment SA 946 to the concurrent resolution S. Con. Res. 7. The purpose of this amendment is to add a deficit-neutral reserve fund relating to safeguarding United States classified information.
It aims to allow the Chairman of the Committee on the Budget of the Senate to revise allocations, aggregates, and other appropriate levels in the resolution, and make adjustments to the pay-as-you-go ledger. This can be done for legislation relating to safeguarding classified information, provided that the legislation does not increase the deficit over the total of fiscal years 2025 through 2029 or 2025 through 2034.
Specifically, the amendment allows for changes to support legislation that may include:
- Ensuring there are sufficient personnel, technological assets, or other resources to reduce the security clearance backlog.
- Prohibiting the provision of Top Secret--sensitive compartmented information clearances to individuals who have not undergone, or are unable to successfully pass, a background investigation.
