What this amendment would do
Mr. Hickenlooper submitted SA 944 to the Senate. The purpose of this amendment is to hold our officials accountable by creating a new point of order in the Senate against certain legislation.
What It Aims to Change or Add
- Adds a new section to title IV of the concurrent resolution.
- Prohibits the consideration in the Senate of any bill, joint resolution, motion, amendment, amendment between the Houses, or conference report that directs the Federal Communications Commission to auction off certain federal frequencies for commercial use.
- Applies this restriction specifically to frequencies assigned to a federal entity that are used to forecast severe weather, issue natural disaster warnings, monitor and enhance security across the United States-Mexico border, or support national security and intelligence activities.
- Allows this rule to be waived or suspended only by an affirmative vote of three-fifths of the sworn Senators, and requires the same three-fifths vote to sustain an appeal of the ruling of the Chair.
