What this amendment would do

Mr. Hickenlooper submitted amendment SA 943 to the concurrent resolution S. Con. Res. 7.

Purpose of the Amendment: The amendment aims to add a deficit-neutral reserve fund relating to federal laboratory infrastructure at the end of title III.

Changes and Additions to the Bill: It allows the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels, and make adjustments to the pay-as-you-go ledger. This applies to legislation relating to modernizing the infrastructure of federal laboratories that conduct research and development in technology fields. The goal of this modernization is to maintain the technological dominance of the United States over the People's Republic of China, provided that the legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
