What this amendment would do
Mr. Hickenlooper proposed an amendment, numbered SA 940, to the concurrent resolution on the budget for fiscal year 2025 through 2034. Plain and simple, this amendment sets up a deficit-neutral reserve fund.
What It Aims to Change or Add
This addition gives the Chairman of the Senate Committee on the Budget the power to change budget allocations and make adjustments.
- Support the economic development needs of rural communities and agricultural producers
- Help folks who are harmed by unnecessary cuts, pauses, or rescissions to Federal funding
- Cover funding from the Infrastructure Investment and Jobs Act or the Inflation Reduction Act of 2022 that might break the Impoundment Control Act of 1974
The catch is that any legislation using this fund cannot increase the deficit over the total period of fiscal years 2025 through 2034.
