What this amendment would do

Mr. Hickenlooper submitted amendment numbered SA 938 to the concurrent resolution S. Con. Res. 7 for the fiscal year 2025 congressional budget. The purpose of this amendment is to add a point of order in the Senate against reducing health care coverage for moms and babies covered by Medicaid.

What it Aims to Change or Add

  • It adds a new section to title IV that creates a point of order in the Senate.

  • It aims to make it out of order in the Senate to consider any bill, joint resolution, motion, amendment, amendment between the Houses, or conference report that would reduce health care coverage for moms and babies covered by Medicaid.

  • It establishes that this point of order may only be waived or suspended in the Senate by an affirmative vote of three-fifths of the Members, duly chosen and sworn.

  • It requires an affirmative vote of three-fifths of the Members of the Senate, duly chosen and sworn, to sustain an appeal of the ruling of the Chair on a point of order raised under this section.
