What this amendment would do
MR. HICKENLOOPER submitted amendment SA 937 to the concurrent resolution setting forth the congressional budget for the United States Government for fiscal year 2025 and setting forth the appropriate budgetary levels for fiscal years 2026 through 2034.
The purpose of this amendment is to add a new point of order to the bill that protects health care benefits for kids. If we want to hold our officials accountable, we need to know what roadblocks they are setting up against cutting care for children.
Here is what the amendment aims to change or add:
-
It makes it not in order in the Senate to consider any bill, joint resolution, motion, amendment, amendment between the Houses, or conference report that would reduce funding for health care benefits for children enrolled in Medicaid or the Children's Health Insurance Program.
-
It states that this rule can only be waived or suspended in the Senate by an affirmative vote of three-fifths of the Members, duly chosen and sworn.
-
It also requires an affirmative vote of three-fifths of the Members of the Senate, duly chosen and sworn, to sustain an appeal of the ruling of the Chair on a point of order raised against cutting these benefits.
