What this amendment would do
Mrs. Shaheen submitted amendment SA 924 to the concurrent resolution on the budget for fiscal year 2025.
The purpose of the amendment is to add a deficit-neutral reserve fund that relates to countering China's global influence through United States foreign assistance.
It aims to allow the Chairman of the Senate Committee on the Budget to revise budget allocations and make pay-as-you-go adjustments for legislation that strengthens United States national security.
This includes legislation that would resume United States foreign assistance to counter China's growing influence around the world through development finance, infrastructure investments, military and security cooperation, and economic partnerships.
To be eligible for these budget adjustments, the legislation must not increase the deficit over the total period of fiscal years 2025 through 2034.
