What this amendment would do

This amendment was submitted by Ms. Cantwell, along with Mr. Markey, to the Senate concurrent resolution for the federal budget.

Purpose of the Amendment

  • The purpose is to add a deficit-neutral reserve fund at the end of title III.

  • It aims to allow the Chairman of the Committee on the Budget of the Senate to make adjustments and revise allocations for legislation relating to oil and gas development in the Arctic National Wildlife Refuge in Alaska.

  • Specifically, the legislation may include prohibiting any oil and gas, or the refined products of oil or gas, produced in the Arctic National Wildlife Refuge on Federal leases from being exported to foreign entities of concern.

  • The changes are allowed as long as the legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
