What this amendment would do

Mr. Markey, along with Ms. Warren, submitted this amendment to the congressional budget resolution for fiscal year 2025. As folks we voted into office, they need to be held accountable for making sure our health care system works for the people and not just for real estate profits.

What the amendment aims to change or add

This amendment adds a deficit-neutral reserve fund to the bill. Its purpose is to relate to prohibiting hospitals that receive Federal health care funds from engaging in sale leaseback agreements with real estate investment trusts.

In plain English, it gives the Chairman of the Senate Committee on the Budget the power to adjust budget levels and the pay-as-you-go ledger for legislation that stops hospitals taking federal health care money from doing sale leaseback deals with real estate investment trusts. The only rule is that this legislation cannot increase the deficit over the total period of fiscal years 2025 through 2034.
