What this amendment would do

MR. MARKEY submitted an amendment, numbered SA 912, which was proposed for the concurrent resolution S. Con. Res. 7 for the fiscal years 2025 through 2034.

The purpose of this amendment is to add a new point of order to title IV. Common sense tells us that we need to keep our elected officials accountable, and this rule aims to stop any legislation that would cut funding for research on Alzheimer's disease and related dementias.

What It Changes or Adds

  • Adds a rule that makes it out of order in the Senate to consider any bill, joint resolution, motion, amendment, amendment between the Houses, or conference report that would reduce, rescind, reprogram, or otherwise cut funding for Alzheimer's disease or related dementias.

  • Protects research conducted or funded by the National Institutes of Health where cuts would delay treatment and cures, increase health care costs for families and taxpayers, weaken support for caregivers, or undermine United States global leadership in neurodegenerative disease research and innovation.

  • Requires an affirmative vote of three-fifths of the Members in the Senate to waive or suspend this rule, or to sustain an appeal of the ruling of the Chair.
