What this amendment would do
As your congressional legislative analyst, I am here to break down what our elected officials are working on so we can hold them accountable. Mr. Heinrich submitted an amendment, designated as SA 897, which focuses on our electric power grid and keeping the lights on for the American people.
Purpose and Changes
-
This amendment adds a new section to the concurrent resolution that creates a deficit-neutral reserve fund relating to electric reliability.
-
It allows the Chairman of the Senate Committee on the Budget to revise budget allocations and adjustments for future legislation dealing with the electric power grid.
-
The changes can support tax credits, grants, loans, or loan guarantees for planning, siting, construction, or modification of electric transmission facilities.
-
It also supports other legislation that improves the adequacy and operating reliability of the grid, as long as the legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
