What this amendment would do
Mr. Heinrich submitted amendment SA 896 to create a new rule in the Senate regarding the budget. The main goal is to hold our elected officials accountable and protect important research by making it against the rules to cut funding for labs connected to the National Nuclear Security Administration.
What It Changes or Adds
The amendment adds a new point of order to title IV of the budget resolution. Specifically, it does the following:
- Prohibits the Senate from considering any bill, joint resolution, motion, amendment, amendment between the Houses, or conference report that reduces funding for any activity at a Federally-funded research and development center supported by the National Nuclear Security Administration.
- Allows this rule to be waived or suspended only with an affirmative vote of three-fifths of the sworn Members of the Senate.
- Requires an affirmative vote of three-fifths of the sworn Members of the Senate to sustain an appeal of the ruling of the Chair on this point of order.
