What this amendment would do
Mrs. Murray submitted the amendment, known as SA 886, to the concurrent resolution setting forth the congressional budget for the United States Government for fiscal year 2025 and setting forth appropriate budgetary levels for fiscal years 2026 through 2034.
Purpose and Changes
The purpose of this amendment is to hold officials accountable by establishing a point of order in the Senate against providing funding for certain expensive projects without oversight. Common sense tells us that when billions of taxpayer dollars are on the line, we need to check the work to prevent massive waste.
Here is what the amendment aims to add to the bill:
- It prevents the Senate from considering any legislation, joint resolution, motion, amendment, or conference report that provides new or additional funding for any National Nuclear Security Administration capital project costing more than $5,000,000,000.
- It requires an exception: the funding can only move forward if provisions are included to require a full project review by an external, independent project management organization.
- The goal of this independent review is to minimize cost overruns and schedule slippage.
- The rule can only be waived, suspended, or an appeal of the Chair's ruling sustained in the Senate by an affirmative vote of three-fifths of the Members, duly chosen and sworn.
