What this amendment would do
Mrs. Murray proposed amendment SA 878 to the concurrent resolution S. Con. Res. 7, which sets the congressional budget for the United States Government for fiscal year 2025 and the appropriate budgetary levels for fiscal years 2026 through 2034.
The purpose of this amendment is to replace lines 10 through 19 on pages 45 through 52 of the resolution with a new TITLE III--RESERVE FUNDS.
Specifically, the amendment aims to add a reserve fund for a bipartisan agreement on discretionary spending. It allows the Chairman of the Committee on the Budget of the Senate and the Chairman of the Committee on the Budget of the House of Representatives to make certain adjustments, such as revising committee allocations and aggregates, addressing revisions to statutory caps on discretionary spending, and making adjustments to the pay-as-you-go ledger.
These adjustments can be made for bills, joint resolutions, amendments, motions, or conference reports that provide:
- Up to an additional $171,000,000,000 in discretionary budget authority for defense over the period of fiscal year 2025 to fiscal year 2028.
- Up to an additional $171,000,000,000 in budget authority for other discretionary spending over the period of fiscal year 2025 to fiscal year 2028.
