What this amendment would do
This amendment, submitted by Ms. Rosen, creates a new rule in the Senate to protect the Meals on Wheels program.
Purpose and Changes
-
The purpose is to stop any reduction in funding for the Meals on Wheels program.
-
It adds a point of order to the Senate rules, making it out of order to consider any bill, joint resolution, motion, amendment, or conference report that cuts funding for the program.
-
To bypass this rule and allow a funding reduction, it takes a three-fifths vote of all sworn Senators to waive or suspend the rule, or to sustain an appeal of the Chair's ruling.
