This amendment, submitted by Ms. Rosen, is about keeping our elected officials accountable when it comes to the bills they pass that affect everyday expenses. Specifically, it aims to create a new rule in the Senate.

Purpose and Changes

  • The amendment adds a new rule called a point of order.

  • This rule makes it not in order in the Senate to consider any bill, joint resolution, motion, amendment, or conference report that would increase the cost of broadband.

  • To get around this rule and pass something that raises broadband costs, it would take a three-fifths vote of the Senators chosen and sworn in.
