What this amendment would do

The purpose of this amendment, submitted by Ms. Rosen, is to create a deficit-neutral reserve fund relating to providing funding for skilled workforce development programs.

What It Aims to Change or Add

The amendment aims to add a new section to title III of the concurrent resolution. It allows the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels, and to make adjustments to the pay-as-you-go ledger.

These revisions and adjustments can be made for one or more bills, joint resolutions, amendments, amendments between the Houses, motions, or conference reports that relate to providing funding for skilled workforce development programs. This is allowed by the amounts provided in such legislation, provided that the legislation would not increase the deficit over the total period of fiscal years 2025 through 2034.
