What this amendment would do
As folks who put these officials in office, we need to keep an eye on what they are trying to pass. Ms. Rosen submitted this amendment, numbered SA 842, to be proposed for the concurrent resolution S. Con. Res. 7, which sets the congressional budget for the United States Government for fiscal year 2025 and sets budgetary levels for fiscal years 2026 through 2034.
The purpose of this amendment is to add a new rule to the Senate. It aims to create a point of order against cutting taxes for the ultra-wealthy if those tax cuts are paid for by increasing costs or reducing access to care for Medicare patients.
Here is what the amendment specifically adds to the bill:
- Point of Order: It makes it out of order in the Senate to consider any bill, joint resolution, motion, amendment, amendment between the Houses, or conference report that cuts taxes for the ultra-wealthy paid for by increasing costs or reducing access to care for Medicare patients.
- Waiver and Appeal: This rule can only be waived or suspended in the Senate by an affirmative vote of three-fifths of the Members, duly chosen and sworn. An affirmative vote of three-fifths of the Members of the Senate, duly chosen and sworn, is also required to sustain an appeal of the ruling of the Chair on a point of order raised under this rule.
