What this amendment would do
As your legislative analyst, I want to keep you informed on what our elected officials are trying to do with our tax dollars and government programs. Senator Rosen submitted this amendment, known as SA 840, to the congressional budget resolution for fiscal year 2025.
Purpose of the Amendment
The main point of this amendment is to set up a deficit-neutral reserve fund. In plain English, this means it allows for budget adjustments for future legislation that stops the executive branch from getting rid of Department of Energy staff who work on programs aimed at lowering energy costs for families.
What It Changes or Adds
The amendment adds a new section to title III of the budget resolution. It gives the Chairman of the Committee on the Budget of the Senate the power to change budget allocations and levels. This can only happen for legislation that explicitly prohibits the executive branch from eliminating Department of Energy staff working on programs that lower energy costs for families, as long as that legislation does not increase the federal deficit over the specified time periods from 2025 through 2034.
