What this amendment would do

As folks who want to hold our elected officials accountable, we need to know what this is all about in plain English. Ms. Rosen submitted this amendment to the congressional budget for fiscal year 2025 through 2034. Its main purpose is to create a Point of Order in the Senate.

How It Protects the People

According to the text, this amendment aims to stop the Senate from considering any legislation that does the following:

  • Increases the cost for States to care for Medicaid patients with cancer, Alzheimer's or other forms of dementia, diabetes, heart disease, stroke, or traumatic injuries from car accidents, farming accidents, or other accidental injuries requiring emergency response and hospitalization.
  • Results in less coverage or higher health care costs for patients with any of these specific conditions.

Rules for Lawmakers

To make sure our officials cannot easily brush this aside, the amendment states that this rule can only be waived or suspended in the Senate by a three-fifths vote of the members chosen and sworn. It also takes that same three-fifths vote to overturn a ruling on this matter by the Chair.
