What this amendment would do
Here is the straight talk on what this amendment is all about. Ms. Rosen put forward this amendment to hold our elected officials accountable when it comes to disaster relief. Common sense tells us we need to protect the programs that help us when emergencies strike, and this paperwork aims to make it harder for Congress to mess with them.
What the Amendment Changes
-
It creates a strict point of order in the Senate against any bill, resolution, motion, or conference report that dismantles any Federal Emergency Management Agency program that supports disaster response and resilience.
-
This includes any program supporting wildfire and drought preparedness and recovery.
-
To get around this rule and pass something that breaks it, it would take a three-fifths affirmative vote of the Senators chosen and sworn.
-
It also takes that same three-fifths affirmative vote to overturn a ruling made by the Chair regarding this specific rule.
