What this amendment would do

This amendment was submitted by Ms. Rosen to the concurrent resolution on the congressional budget for fiscal year 2025.

The purpose of the amendment is to create a deficit-neutral reserve fund. This fund relates to providing full, permanent, mandatory funding for the payment in lieu of taxes program.

The amendment aims to allow the Chairman of the Senate Committee on the Budget to revise committee allocations, aggregates, and other levels. It also allows the Chairman to make adjustments to the pay-as-you-go ledger for legislation that provides this funding, as long as the legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
