What this amendment would do

As folks who rely on our elected officials to do right by us, we need to keep a close eye on how our tax dollars and programs are handled. Senator Rosen put forward an amendment, numbered SA 827, to the concurrent resolution setting the congressional budget for fiscal year 2025 and looking ahead through 2034.

What It Aims to Change

  • Protects Small Business Funding: The amendment adds a new rule to the budget that creates a point of order in the Senate. This rule stops Congress from considering any legislation, resolution, or motion that cuts funding for the Small Business Administration's resource partners.

  • Covers Key Support Centers: The protected groups explicitly include veteran business outreach centers, women's business centers, small business development centers, and the Service Corps of Retired Executives program.

  • Sets a High Bar for Changes: If someone wants to bypass this rule and cut the funding anyway, it would take a three-fifths vote of all the sworn Senators to waive the rule or to win an appeal against the Chair's ruling.
