What this amendment would do
Mr. Welch submitted the amendment, known as SA 824, to the concurrent resolution S. Con. Res. 7 for the fiscal year 2025 budget.
- The purpose of the amendment is to create a point of order in the Senate against legislation that prohibits funding for the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA).
- It aims to add a rule stating it shall not be in order in the Senate to consider any bill, joint resolution, motion, amendment, amendment between the Houses, or conference report that stops funding for UNRWA.
- It establishes that this new rule can only be waived or suspended in the Senate by an affirmative vote of three-fifths of the Members, duly chosen and sworn.
- It also requires an affirmative vote of three-fifths of the Members of the Senate to sustain an appeal of the ruling of the Chair on a point of order raised against cutting off UNRWA funding.
