What this amendment would do
Mr. Welch submitted SA 823 to the congressional budget resolution for fiscal year 2025. As folks who expect accountability from our elected officials, it is important to know what this adds to the bill.
The amendment creates a point of order in the Senate. This rule stops the Senate from considering any legislation that provides funds for two specific actions:
- Enabling the United States to take control of Gaza using members of the United States Armed Forces.
- Assisting in the displacement or removal of Palestinians from Gaza.
How the Rule Can Be Bypassed
The text also outlines how this rule can be set aside. The point of order may only be waived or suspended in the Senate by an affirmative vote of three-fifths of the Members, duly chosen and sworn.
Additionally, an affirmative vote of three-fifths of the Members of the Senate is required to sustain an appeal of the ruling of the Chair on a point of order raised under this section.
