What this amendment would do
Mr. Welch submitted amendment numbered SA 822 to the concurrent resolution S. Con. Res. 7, which sets the congressional budget for the United States Government for fiscal year 2025 and sets forth budgetary levels for fiscal years 2026 through 2034.
Purpose and Changes
The purpose of this amendment is to add a new section to title IV of the budget resolution. It aims to create a point of order in the Senate against considering any bill, joint resolution, motion, amendment, amendment between the Houses, or conference report that provides funds for assisting in the annexation of the West Bank.
- This means legislation funding the annexation of the West Bank can be challenged in the Senate.
- The rule can only be waived or suspended by an affirmative vote of three-fifths of the Members, duly chosen and sworn.
- An affirmative vote of three-fifths of the Members is also required to sustain an appeal of the ruling of the Chair on a point of order raised under this section.
