What this amendment would do
MR. BOOKER submitted amendment SA 802, which was ordered to lie on the table. This amendment is meant to be added to the concurrent resolution setting forth the congressional budget for the United States Government for fiscal year 2025 and the appropriate budgetary levels for fiscal years 2026 through 2034.
The purpose of this amendment is to add a deficit-neutral reserve fund relating to Medicaid being essential health coverage. It aims to allow the Chairman of the Committee on the Budget of the Senate to revise certain allocations, aggregates, and other appropriate levels, and make adjustments to the pay-as-you-go ledger.
This can be done for legislation relating to protecting Americans' health. The text specifically notes that this may include a report by the Government Accountability Office to Congress studying the health and economic impacts of cutting Medicaid funding.
To make these changes happen, the legislation must not increase the deficit over the total period of fiscal years 2025 through 2034.
