What this amendment would do

Mr. Booker submitted this amendment, numbered SA 792, to the concurrent resolution setting forth the congressional budget for the United States Government for fiscal year 2025 and setting forth the appropriate budgetary levels for fiscal years 2026 through 2034.

What It Aims to Change or Add

The amendment adds a section to the end of title III that creates a deficit-neutral reserve fund relating to increasing transparency and reducing corruption in the Federal Government.

It allows the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels in the resolution, and make adjustments to the pay-as-you-go ledger. This can be done for legislation relating to increasing transparency and reducing corruption in the Federal Government, as long as the legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.

Specifically, this legislation may include requiring any special Government employee who, during their service, holds an executive position at a company that has contracts with the Federal Government to publicly disclose their financial information as a condition of serving as a special Government employee.
