What this amendment would do
Mr. Booker submitted this amendment, numbered SA 791, to be proposed for the concurrent resolution S. Con. Res. 7 for the 2025 fiscal year budget.
What It Aims to Change or Add
The amendment aims to add a deficit-neutral reserve fund at the end of title III of the budget resolution. This addition allows the Chairman of the Committee on the Budget of the Senate to change committee allocations and other financial levels for legislation that relates to allowing Federal holiday celebrations.
Specifically, it allows Federal agencies to observe and permit celebrations for certain holidays. The listed holidays and periods are:
- Martin Luther King Jr. Day
- Black History Month
- Women's History Month
- Holocaust Remembrance Day
- Asian American and Pacific Islander Heritage Month
- LGBTQ Pride Month
- Juneteenth
- Women's Equality Day
- National Hispanic Heritage Month
- National Disability Employment Awareness Day
- National American Indian Heritage Month
These adjustments can only happen if the legislation does not increase the deficit from fiscal year 2025 through fiscal year 2034.
