What this amendment would do
As folks working for you in Congress, we need to keep track of how money gets moved around. Mr. Booker submitted an amendment, known as SA 783, which deals with the congressional budget for the federal government.
What the amendment aims to do
The main purpose of this amendment is to add a deficit-neutral reserve fund relating to funding environmental justice.
Here is what it aims to change or add to the budget:
-
It lets the Chairman of the Senate Committee on the Budget make adjustments to committee allocations and other appropriate levels for legislation relating to environmental justice.
-
It aims to ensure that 40 percent of the overall benefits of certain federal investments—like climate, clean energy, and affordable and sustainable housing—flow to disadvantaged communities that are marginalized by underinvestment or overburdened by pollution.
-
It requires that any legislation doing this does not increase the deficit over the total of fiscal years 2025 through 2034.
