What this amendment would do
Mr. Booker submitted SA 782 to set up a deficit-neutral reserve fund specifically for reducing lead in drinking water. In plain English, this amendment gives the Chairman of the Senate Budget Committee the power to change budget allocations and adjust financial ledgers for future legislation as long as that legislation does not increase the national deficit between fiscal years 2025 and 2034.
Purpose and Goals
The purpose of this amendment is to support future laws that focus on getting lead out of our drinking water. Specifically, the text notes it may include protecting existing Federal funding for lead service line replacement in:
- Drinking water systems
- Schools
- Child care facilities
- Communities nationwide
