What this amendment would do

Mr. Booker submitted amendment SA 780 to set up a deficit-neutral reserve fund. This fund relates to the safety and security of United States personnel overseas.

The purpose of this amendment is to allow the Chairman of the Committee on the Budget of the Senate to make changes to committee allocations, aggregates, and other levels in the resolution. It also allows for adjustments to the pay-as-you-go ledger.

These adjustments can be made for legislation relating to ensuring the safety and security of United States personnel overseas. This includes legislation that aims to authorize or fund safe and secure access to communications for United States citizens deployed on behalf of the United States Government or in support of United States activities overseas.

To keep our officials accountable, this can only happen if the legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
