What this amendment would do
Mr. Booker submitted SA 779, which is an amendment about setting up a deficit-neutral reserve fund to improve health outcomes. Common sense tells us this gives our elected officials a way to set aside money for important health programs without making our national debt worse.
What It Aims to Change or Add
This amendment adds a new section to the end of title III of the budget resolution. Specifically, it allows the Chairman of the Committee on the Budget of the Senate to change allocations and make adjustments for legislation that improves health outcomes, as long as it does not increase the deficit from fiscal year 2025 through 2034.
- Programs included: Legislation that authorizes or funds programs to prevent the spread of infectious diseases such as HIV/AIDS, Ebola, Marburg, Mpox, polio, tuberculosis, or malaria.
- Budget rule: The legislation must not increase the deficit over the total period of fiscal years 2025 through 2034.
