What this amendment would do
What It Changes or Adds
- Point of order: It creates a rule in the Senate that stops the consideration of any bill, joint resolution, motion, amendment, amendment between the Houses, or conference report until a specific funding cap is lifted.
- The funding cap: The restriction is against the 15 percent cap on the use of National Institutes of Health funding for indirect costs for institutions that conduct research and clinical trials on rare diseases, chronic diseases, pediatric diseases, cancer, Alzheimer's disease, diabetes, cystic fibrosis, or other life-threatening or debilitating diseases or conditions.
- Waiver and appeal: The new rule can only be waived, suspended, or sustained on an appeal of the ruling of the Chair by a three-fifths vote of the Members of the Senate who are duly chosen and sworn.
