What this amendment would do
As your legislative analyst, let us break down what Senators Warren and Durbin are trying to do here with SA 732. This amendment is all about holding the line for everyday people who got taken advantage of by shady schools.
Purpose and Changes
The purpose of this amendment is to add a new rule in the Senate. It creates a point of order against any legislation, resolution, or motion that would get rid of or cut down access to student loan cancellation programs for borrowers who were defrauded or misled by their schools.
How the Rule Works
If someone tries to pass a bill that hurts these cheated student borrowers, any Senator can raise this point of order to block it. To get around this block and move forward anyway, it would take a three-fifths vote of all sworn Senators to waive the rule or to win an appeal against the Chair's ruling.
