What this amendment would do
As folks working for you in Congress, we need to keep a close eye on how our leaders handle important rules that affect everyday Americans. This amendment, submitted by Ms. Warren, aims to add a specific rule to the congressional budget.
Purpose and Changes
-
The purpose of this amendment is to create a point of order against repealing the Centers for Medicare & Medicaid Services nursing home minimum staffing rule.
-
It aims to change the rules in the Senate so that it is not in order to consider any bill, joint resolution, motion, amendment, amendment between the Houses, or conference report that reduces nursing home staffing ratios below 1 nurse available at any time.
-
It adds a requirement that this rule can only be waived, suspended, or sustained on an appeal of the ruling of the Chair by an affirmative vote of three-fifths of the Senators duly chosen and sworn.
