What this amendment would do
This amendment, submitted by Mr. King as SA 721, is about setting up a deficit-neutral reserve fund for public health. Common sense tells us we need to keep track of how our government spends money, and this fund allows the Chairman of the Committee on the Budget of the Senate to make adjustments and revise allocations for certain bills or measures.
Specifically, the purpose of this amendment is to allow changes for legislation relating to public health that may include prohibiting the Department of Health and Human Services from firing staff unless there is cause or genuine performance justification or if doing so is opposed to the mission of the Department.
- The legislation must be paid for so it would not increase the deficit over the period of the total of fiscal years 2025 through 2034.
