What this amendment would do

Mr. Reed submitted amendment SA 711 to the concurrent resolution setting forth the congressional budget for the United States Government for fiscal year 2025 and setting forth the appropriate budgetary levels for fiscal years 2026 through 2034.

The purpose of this amendment is to add a deficit-neutral reserve fund relating to closing the federal budget deficit at the end of title III.

What It Aims to Change or Add

  • It allows the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels in the resolution.

  • It allows the Chairman to make adjustments to the pay-as-you-go ledger for legislation relating to closing the federal budget deficit by recovering unpaid liabilities from wealthy tax dodgers.

  • It may include closing the portion of the tax gap attributable to the top 5 percent of taxpayers by income.

  • It applies as long as the legislation does not increase the deficit over the period of the total of fiscal years 2025 through 2034.
