What this amendment would do
Mr. Bennet submitted SA 701 to the concurrent resolution on the congressional budget for fiscal year 2025. The purpose of this amendment is to add a deficit-neutral reserve fund relating to funding for security assistance for NATO and major non-NATO allies.
Changes and Additions to the Bill
This amendment allows the Chairman of the Committee on the Budget of the Senate to make changes to committee allocations, aggregates, and other appropriate levels in the resolution. It also allows adjustments to the pay-as-you-go ledger.
These adjustments can be made for legislation relating to maintaining or increasing security assistance for United States allies. Specifically, this includes allies in the North Atlantic Treaty Organization (NATO) and major non-NATO allies, which the text lists as:
-
Australia
-
Egypt
-
Israel
-
Jordan
-
New Zealand
-
Argentina
-
Bahrain
-
The Philippines
-
Thailand
-
Kuwait
-
Morocco
-
Brazil
-
Colombia
-
Kenya
The amendment sets a clear rule for our elected officials: any legislation using this fund would not increase the deficit over the total period of fiscal years 2025 through 2034.
