What this amendment would do

Mr. Luján submitted SA 697, which is an amendment intended to be proposed to the concurrent resolution setting forth the congressional budget for the United States Government for fiscal year 2025 and setting forth the appropriate budgetary levels for fiscal years 2026 through 2034.

The purpose of this amendment is to add a deficit-neutral reserve fund relating to public safety telecommunications technology and infrastructure at the end of title III.

What It Aims to Change or Add

The amendment allows the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels in the resolution. It also allows the Chairman to make adjustments to the pay-as-you-go ledger for one or more bills, joint resolutions, amendments, amendments between the Houses, motions, or conference reports.

These changes are specifically for legislation relating to improving the technology and infrastructure that 9-1-1 systems across the United States rely on during emergencies, with the goal of improving the resiliency and efficiency of the public safety systems of the United States.

The amendment specifically requires that such legislation would not increase the deficit over the period of the total of fiscal years 2025 through 2034.
