What this amendment would do
Mr. Luján submitted this amendment, known as SA 686, to be proposed for the concurrent resolution setting forth the congressional budget for the United States Government for fiscal year 2025 and setting forth the appropriate budgetary levels for fiscal years 2026 through 2034.
The Purpose
The purpose of the amendment is to add a deficit-neutral reserve fund relating to the negative impacts of private companies accessing veterans' private data at the end of title III.
What It Aims to Change or Add
The amendment allows the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels in the resolution, and make adjustments to the pay-as-you-go ledger.
This applies to one or more bills, joint resolutions, amendments, amendments between the Houses, motions, or conference reports relating to ensuring the protection and privacy of veterans.
These protections may include protecting access to veterans' medical data, benefits enrollment, or other personal information from private companies or individuals.
The changes can be made by the amounts provided in such legislation for those purposes, provided that the legislation does not increase the deficit over the period of the total of fiscal years 2025 through 2034.
