What this amendment would do

Mr. Luján submitted SA 684, which proposes an addition to title IV of the concurrent resolution. In plain English, this amendment creates a new rule in the Senate to protect everyday people and local governments from being shortchanged by Washington.

Main Purpose and Changes

The purpose of this amendment is to stop the federal government from playing a shell game with your money and public services. It aims to add a point of order to the Senate, which is basically a procedural stop sign.

Here is what it specifically targets:

  • It blocks the Senate from considering any bill, resolution, motion, amendment, or conference report that reduces Federal payments by shifting those costs onto State or local governments.
  • It stops legislation that forces state or local governments to cut existing benefits or eligibility that people currently rely on under existing laws, regulations, or orders.

If someone in Congress tries to push a bill that does these things, any Senator can raise this point of order to object. To bypass this rule and pass such legislation anyway, it would take a three-fifths vote of all sworn Senators to waive it or to appeal a ruling by the Chair.
