What this amendment would do

Mr. Luján submitted amendment SA 678, which aims to add a deficit-neutral reserve fund relating to orphaned well remediation at the end of title III of the concurrent resolution.

The purpose of this amendment is to allow the Chairman of the Committee on the Budget of the Senate to make changes to budget allocations, aggregates, and the pay-as-you-go ledger. These changes can be made for legislation dealing with restoring land to productive use and fixing safety issues.

  • This includes the identification and remediation of abandoned oil and gas wells.
  • Any legislation utilizing these adjustments must not increase the deficit from fiscal year 2025 through fiscal year 2034.
